North America
Headquartered in Dallas, Texas we are strategically located to serve the process improvement needs of all of the North American refining, petrochemical power,
and pipeline industries. Over 90% of North American refining capacity and 95% of olefin manufacturers participate in Solomon's benchmarking studies. The power
study is in its seventh year and has expanded to included combustion turbine units. A North American pipeline study will be launched in 2003 in response to
significant interest of North American pipeline companies. |

Latin America
(including the Caribbean)
Over 95% of Latin America's refining capacity and 60% of their olefin plant capacity has historically participated in Solomon's refining Comparative Performance
Analysis (CPA). As a result of interest expressed by several Latin American countries, we are launching a Pipeline CPA in 2003. Solomon has worked with many
of the Latin American governments and has become a trusted advisor, both in developing performance improvement initiatives, and in offering advice to help
countries implement process improvements. |

Europe
We have been performing our comparative benchmarking and consulting services in Europe for more than 20 years. Over 85% of all European refineries and 90%
of olefins plants participate in our Comparative Performance Analysis (CPA) studies. We initiated a pilot study for pipelines last year, in which 35% of Europe's
pipeline capacity was involved. Based on early indications, we expect participation to grow to more than 60% in this year's study. In 2003, Solomon introduced
our world-class power generations methodology to Europe.
With our office in the UK, we can provide our European clients easier access to our knowledge and expertise, supplied by consultants who are familiar with
European operations.
With our reputation and years of experience, Solomon has become the recognized standard for performance improvement consulting. We have performed many high-profile
assignments connected with privatization and other major projects in former Eastern Bloc countries. |

Africa
Solomon has Comparative Performance Analysis (CPA) participants in the Republic of South Africa and in some West African countries. Clients in both regions
have called upon our consulting services to help them better understand their results. We have developed our benchmarking work into opportunities to help
clients improve their performance. One particular assignment involving low refinery volumetric expansion, enabled a client to quickly obtain significant savings
and better yields. |

Middle East
The high rate of participation of Arabian Gulf refineries in our benchmarking studies at first seems surprising, given the magnitude of the upstream production
in the area. However, the refineries and chemical plants in this region are eager to be competitive, not only in their current operations, but also in their
plans and projects for the future. This has led to a number of follow-up assignments such as performance improvement assistance, helping set targets for new
construction projects, and acting as independent arbitrators on matters between joint venture partners. |

Russia
Russia is currently one of our most active frontiers. Because of our relationship with local agents, we have seen an increase in participation of Russian
refineries and petrochemical plants in our Comparative Performance Analysis (CPA) studies. More importantly, we have developed relationships with the major
Russian oil companies, prompting them to ask us to speak at several industry conferences. |

India
We recently completed a 2-year consulting assignment during which we helped a major Indian refinery demonstrate sustainable annual savings of US $24 Million.
Solomon has had a presence in India since 1998, working primarily in the refining and petrochemicals industry. Additionally, recent events have resulted in
significant developments in both pipeline and electric power generation. Our work has been so well received that we anticipate opening an office in India
in 2003. |

China
Solomon has consulted with Chinese refining and petrochemical firms since the early 1990s. Our work in these areas has led to longstanding relationships with the senior management of China's major oil companies. Similarly, we have been forging relationships in the pipeline and power industries. |

Asia/Pacific
(excluding China and India)
Solomon has undertaken several performance improvement consulting assignments in South Korea and Japan involving Vision & Mission development, Key Performance
Indicators & target setting, refinery work practices reviews and redesign, management and organizational effectiveness, energy management, maintenance
and reliability effectiveness, and operational planning.Solomon maintains a representative office in Tokyo to service Japan and Korean clients for both the
comparative performance assessment studies and performance improvement consulting activities. |
